Public and Private Development Centre (PPDC) is a citizen sector organization created to increase citizens’ participation in governance in a way that improves the integrity of public and private sector processes. PPDC was established in 2003 with its office in Abuja, Nigeria. Our major activities are in the areas of good governance, anti-corruption, justice sector reforms and promotion of increased citizens engagement. In the last 19 years, we have been instrumental in pursuing and instituting policy reforms in Nigeria’s public sector governance.
Presently, PPDC is implementing two Access to Justice Projects – Court administration and case management (CACM) Project and the Reforming Pretrial Detention in Nigeria Project Phase II. PPDC has program offices in these states – Adamawa, Lagos, FCT, Kaduna, Plateau and Nasarawa States.
2. PURPOSE OF THIS REQUEST FOR EXPRESSION OF INTEREST
We are currently engaging interested and eligible vendors to be pre-qualified on our vendors data base – to provide goods/Services/works for our operations across all office locations in Nigeria. Interested eligible vendors are invited to apply for prequalification, indicating the category of goods, works or services they wish to apply for. Vendors intending to apply for more than one category should clearly state this in their application for Vendors prequalification documents.
Note, vendors will be eligible to participate in any applicable competitive tendering process implemented by PPDC. Furthermore, any contract signed with an eligible vendor will be valid a maximum of one year in the first instance with the option to renew for additional one-year subject to satisfactory and professional performance.

Eligible Vendors are to indicate the specific Lot No they are interested in.
4. REQUIREMENTS FOR ELIGIBILITY
Please read this section carefully and be sure that all requested information is included in your submission. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete information. The submission of incomplete information could result in the rejection of EOI which should include the following documents:
Submission of an expression of interest on the company letterhead indicating the lot(s) under which you want to prequalify on or before the 1st February 2024.
Only soft copies accepted and submitted with the subject heading “Application for Prequalification” also stating the lot(s). The Application must be accompanied with the following documents: –
Evidence of Certificate of Incorporation/Business Name Registration with the Corporate Affairs Commission, MEMART and other CAC applicable documents;
Company/Business profile/Contact address, telephone number and email address of directors/proprietors;
Verifiable List of clients with evidence of similar jobs successfully executed within the last 3 years, e.g. letters of awards, contract agreement, job completion certificates and photographs.
A minimum of 3 contracts for acquisition, installation and/or maintenance of ICT/related equipment in the last 5 years (where relevant)
Explain clearly other services your company specializes in (Where applicable)
Evidence of registration with relevant Statutory agencies (Where applicable)
Tax Clearance Certificate for the last 3 years.
5. APPLICABLE TAXES
When contracted, applicable taxes according to the Nigerian Tax laws would be applied and deducted from invoiced value and same remitted to appropriate tax authority. Please note that VAT rate for donor funded programmes is zero rated, hence zero percent should be charged as VAT.
6. TERMS AND CONDITIONS+++++
This is a Request for expression of interest only and does not in any way obligate PPDC to make an award or pay for costs incurred by eligible vendors in the preparation and submission of their application.
PPDC requires every eligible vendor to avoid and prevent conflicts of interest and must disclose if any member of staff /employee of PPDC is its owners, part-owners, officers, directors, controlling shareholders, of the eligible vendor or any of its key personnel or affiliate is the spouse, sibling or member of the family of a PPDC employee.
Note the selection process is based on both documents submitted in accordance with this requestion for EOI and other incidental requirements.

PROVISION OF TRAVEL AGENT SERVICES AT PUBLIC AND PRIVATE DEVELOPMENT CENTRE [PPDC]
PPDC is a non-governmental organization and social enterprise; driven by the desire to have a more transparent and accountable government as well as citizens empowered to actively participate in governance processes. Through its programs PPDC promotes values and initiatives that drive institutional, behavioral and systemic change on a large scale and in a way that will benefit society and its development.
In furtherance of its projects funded by the various donors, PPDC is requesting for eligible travel agents with requisite experience to formally express their interest for the provision of travel agent services and booking of airline tickets for both local and international travels for its staff and consultants of the organization

Evidence of being a Category A Travel Agency (Risk Holding Capacity RAC as at December 2022) – The vendors must demonstrate capacity, based upon technical expertise, financial and management capability, Insurance Coverage, Client Safety Measures etc.)
Evidence of similar services provided. Only verifiable third-party contract document will be accepted.
Evidence of registration with Corporate Affairs Commission (CAC) and National Association of Nigeria Travel Agents (NANTA), and Memorandum of Association clearly indicating relevant business area.

TERMS OF REFERENCE FOR PROCUREMENT MANAGEMENT TRAINING
1.0 BACKGROUND
Public and Private Development Centre (PPDC) is a citizen sector organization established in 2003. PPDC is driven by the desire to have a more transparent and accountable government as well as citizens empowered to actively participate in governance processes. Our programs and activities are formulated in a manner intended to drive institutional and behavioral change.
PPDC pioneered procurement and contract monitoring activities in Nigeria using the FOl Act as a tool to source relevant procurement data from public institutions and continues to do so. To minimize the challenges of citizen’s access to procurement data, Budeshi platform was created. It serves as a hub for citizens to access procurement data in digital and easy-to-use formats. It has grown to consist of over 10,000 datasets.
We successfully advocated for the adoption of the Open Contracting Data Standards (OCDS) and currently lead the charge in demanding its full implementation in states. Through our consistent targeted approach, over 10 states have signed up to the partnership.
We collaborate with local partners to provide pathways for citizens to participate in Governance at all levels using tech tools. We carry out cutting edge research, data mining, analysis, and visualizations coupled with extensive communications experience.
PPDC is desirous of engaging a consulting firm to undertake procurement management training for her employees.

3.0 PREFERRED TIME FRAME

4.0 SKILLS AND EXPERIENCE REQUIRED
PPDC invites applications from consulting firms able to demonstrate the following skills, knowledge, and experience:
Essential:
The firm shall have at least three (3) trainers who should possess the following qualifications and experience:
Must be Professionally Certified Procurement Professional with at least 5 years’ proven experience in conducting training in Procurement and Logistics
Demonstrated understanding and clear knowledge of procurement in Nigerian and donor funded projects
Desired:
Highly developed skills in procurement and Logistics
Should have the reference (referees) for undertaking procurement management, training and procurement audit assignments showing that you have participated in Bureau for Public Procurement Certified Training or Procurement Audit
PPDC will be responsible for providing the training venue, tea-break and lunch break, projector and other audio-visual equipment, stationery and other toolkits as required.
7.0 PAYMENT FOR SERVICES
PPDC will sign a service delivery contract with the trainer to ensure all terms agreed are taken care of by both parties.
The payment will be in Nigerian Naira.
The trainer will be paid in 2 installments, 50% following the commissioning of work and 50% after finishing the training.
