About PPDCThe Public and Private Development Centre (PPDC) is a Nigerian Citizenship sector organization based in Abuja and was established in 2001. Its major activities are in the  area of governance, public finance analysis, advocacy for system improvement; anti corruption, promoting collaborative governance, and monitoring of public finance  management. 
BackgroundThe Public and Private Development Centre (PPDC) is a leading non-governmental organization dedicated to promoting transparency, accountability, and efficiency in public sector systems and processes. With a history of driving impactful initiatives, PPDC aims to strengthen its fundraising and business development efforts to ensure sustainability and expand its reach. 
Description of ServicePPDC seeks to engage a consultant to develop a comprehensive fundraising and business development strategy aligned with its 2024–2028 strategic plan.  
The primary objective of this engagement is to develop a robust and actionable Fundraising and Business Development Strategy for PPDC that:  – Identifies diverse funding opportunities, including grants, partnerships, and revenue-generating initiatives.  – Aligns fundraising efforts with organizational goals, donor priorities, and emerging trends.  – Strengthens internal capacity to implement and sustain fundraising and business development activities.  
Scope of WorkThe consultant will:  1. Conduct a Situational Analysis:- Assess PPDC’s current fundraising and business development practices.  – Review existing strategic documents, donor portfolios, and funding history.  
2. Identify Opportunities and Gaps:- Map potential funding sources, including local and international donors, corporate sponsors, and government agencies.  – Analyze market trends and stakeholder expectations in PPDC’s thematic areas.  
3. Develop the Strategy:   – Define clear fundraising and business development goals and targets.     – Propose innovative strategies to diversify funding streams and establish long-term partnerships.     – Provide a detailed implementation plan with timelines and responsibilities.  
4. Capacity Building:- Recommend capacity-building initiatives to enhance the team’s fundraising skills and competencies.  – Develop tools and templates for proposal writing, donor reporting, and partnership management.  – Facilitate 2 days training on fundraising for PPDC staff and Board of Directors 
5. Present the Final Strategy:- Deliver a draft strategy for review and incorporate feedback.  – Present the final strategy to PPDC management and Board for approval.  
Key DeliverablesDeliverables- Inception report outlining methodology and timelines.  – Situational analysis report, including funding opportunities and gap assessment.  – Capacity Building training report – Comprehensive Fundraising and Business Development Strategy document.  – Presentation of the final strategy to PPDC leadership and Board.  
Point of ContactThe consultant will report directly to the Business Development Officer, Joy Ikott and provide regular updates on progress.  
TimelineThe assignment is expected to last for 1 week, starting from 27th January 2024 to 4th February 2025
Required Expertise Proven track record in developing successful fundraising and business development strategies for NGOs.  Deep understanding of the fundraising landscape, particularly in transparency, accountability, and development sectors.  Strong analytical, writing, and communication skills.  Experience in capacity building and stakeholder engagement.  Familiarity with PPDC’s focus areas and donor priorities is an added advantage.  
Proposal SubmissionInterested consultants are requested to submit the following:  – A technical proposal outlining their approach to the assignment.  – A financial proposal detailing consultancy fees and any anticipated expenses.  – CV or company profile highlighting relevant experience.  – Contact details of at least two references.  
Submission DeadlineProposals should be submitted to bizdev@ppdc.org no later than 24th January 2024. Late submissions will not be considered.

All information shared during this engagement shall remain confidential and the intellectual property of PPDC.  
Payment Plan for ConsultancyThe payment terms entail a 70% upfront payment to the consultants engaged, with the remaining 30% to be disbursed upon the successful completion of all the deliverables. This final payment is subject to review and approval by the PPDC team.
